The Naval Supply Systems Command (NAVSUP) Weapon Systems Support (WSS), operating under the Department of the Navy, has issued a Special Notice (Procurement Identifier: N0010427RZ058) as a Request for Information (RFI) regarding additive manufacturing (AM) capabilities. This RFI is strictly for market research purposes and does not constitute a solicitation, request for quotations, or invitation for bids. No contract will be awarded as a result of this notice, and the Government will not reimburse respondents for any costs incurred in preparing responses.
The primary objective of this procurement activity is to identify qualified businesses capable of designing, producing, and delivering end items—either piece part components or entire assemblies—using additive manufacturing methods. NAVSUP WSS is seeking to understand industry capabilities in meeting manufacturing, material, performance, testing, and quality assurance requirements for these parts. Additionally, the Government is soliciting industry feedback on potential contracting structures, specifically performance-based incentives under Firm-Fixed-Price (FFP) contracts, as well as recommendations for effective and objective evaluation criteria for future competitive awards.
Key requirements and expected deliverables for respondents include:
- Demonstration of direct additive manufacturing capabilities or identification of plans to utilize subcontractors/partners for AM operations.
- Detailed information on relevant certifications (such as ISO 9001, AS9100, Level 1/NAVSEA approvals), facilities, and equipment (including AM modalities, post-processing, heat treatment, and NDT/inspection methods).
- Examples of past performance with similar AM parts or comparable military/commercial hardware, including contract numbers and descriptions.
- Administrative details such as company name, CAGE code, DUNS/UEI, and business size classification (large, small, 8(a), HUBZone, SDVOSB, WOSB, etc.).
- Indication of interest in being included on a mailing list for future additive manufacturing opportunities.
- Feedback and ideas regarding performance-based incentives on FFP contracts and competitive evaluation criteria.
The notice includes several draft attachments for review:
- Attachment 1: Candidate NIIN List (subject to change and not a final determination for AM use)
- Attachment 2: Additive Manufacturing Section H Special Contract Requirements – NON-LEVEL 1
- Attachment 3: Additive Manufacturing Contract Data Requirements List (CDRL) NON-LEVEL 1
It is important to note that government-furnished drawings, Technical Data Packages (TDPs), and 3D CAD models are not provided with this notice. The Government anticipates that Level I/SUBSAFE items may be eligible for additive manufacturing in the future, but inclusion on the candidate list does not guarantee future requirements or solicitations.
Interested vendors are requested to submit their responses in PDF format via email to Hannah Forsyth ([email protected]) no later than October 22, 2026, at 4:00 PM EST, using the subject line: “Request for Information: NAVSUP WSS Additive Manufacturing N0010427RZ058.” For additional inquiries, Aaron Heit ([email protected]) is also listed as a secondary contact. Respondents are strongly encouraged to register their AM capabilities in the NAVSUP Interested Vendor Database at https://mynavsup-public.nag.navy.mil/public/ops$public.business_vendor_form_new.
The contracting entity is NAVSUP Weapon Systems Support MECH, a federal office within the Department of Defense and the Department of the Navy. The notice remains active and is accessible via SAM.gov (Opportunity ID: 42623b8f2e8c4a60a4a9227cb9a265c5).
This RFI represents an opportunity for contractors with advanced additive manufacturing capabilities to engage with NAVSUP WSS, provide input on future procurement strategies, and position themselves for potential competitive opportunities as the Navy explores innovative manufacturing solutions for its weapon systems support needs.
