The Naval Air Systems Command (NAVAIR), acting on behalf of the Strike Weapons Program Office (PMX-201), has issued a Request for Information (RFI) to assess industry capabilities for the design, development, testing, and fabrication of rapid prototyping solutions for the Silent Anvil Air-Launched Torpedo (SAA-LT) standoff delivery system. This RFI, identified under procurement number N00019-27-RFI-PMX201-SILENTANVIL, is a market research tool intended solely for information and planning purposes; it does not constitute a solicitation or a commitment by the government to award a contract or agreement.
The SAA-LT program represents the U.S. Navy’s next-generation approach to Anti-Submarine Warfare (ASW) standoff delivery. The system is envisioned to enhance the operational reach of both manned and unmanned aircraft platforms in ASW missions, enabling them to deliver torpedoes from extended ranges. The SAA-LT will be compatible with standard Department of War (DOW) carriage systems, allowing for captive carriage and release from both internal and external aircraft weapons stations. Upon release, the SAA-LT is designed to function as a precise, highly maneuverable glide weapon, capable of quietly transitioning to target areas and engaging enemy submarines from a distance.
The RFI outlines two primary prototyping objectives:
1. Within eighteen (18) months of agreement award, respondents must be able to demonstrate an end-to-end prototype capability of the SAA-LT system.
2. Following a successful demonstration, the rapid assembly and delivery of approximately one hundred eighty (180) prototype all-up-rounds (AURs) is expected within three (3) years.
To address these objectives, the Navy is considering two parallel design options and invites industry responses to either or both:
- **Design Option 1 (End-to-End Solution):** A fully integrated SAA-LT system, encompassing all aspects from aircraft separation to underwater target engagement.
- **Design Option 2 (Wing Kit Standoff Design):** An unpropelled glide wing kit capable of carrying a Government Furnished Equipment (GFE) or Government Furnished Information (GFI) effector (torpedo) to the target area.
The government is exploring the potential use of the Naval Air Systems Consortium (NASC) to award one or more Other Transaction Authority (OTA) agreements under 10 U.S.C. § 4022, which allows for flexible acquisition of prototype projects. Respondents should note that compliance with International Traffic in Arms Regulations (ITAR) is mandatory for foreign entities or teams with foreign partners.
All responses must be unclassified, with any proprietary information clearly marked and safeguarded in accordance with applicable regulations. The government may utilize third-party support contractors—specifically 2 Circle Inc., V2X Inc., and Penn State University—for technical review and administrative handling of submissions. These contractors are bound by confidentiality agreements, and submission of information constitutes consent for review by these entities.
The place of performance for this effort is Patuxent River, Maryland. The procurement is classified under NAICS code 336414 (Guided Missile and Space Vehicle Manufacturing) and Product Service Code 1410. The contracting entity is the Naval Air Systems Command, a federal office within the Department of the Navy, Department of Defense.
Interested parties are encouraged to direct inquiries or submit responses to the primary contact, Joseph Perriello ([email protected]), or the secondary contact, Raymond Cannon ([email protected]). The RFI was posted on September 24, 2026, with responses due by October 2, 2026.
This RFI is an opportunity for qualified contractors with expertise in guided missile and space vehicle manufacturing, rapid prototyping, and advanced ASW systems to inform the Navy’s acquisition strategy for a critical next-generation capability. Participation in this RFI is voluntary and non-binding, and failure to respond will not preclude future participation in related solicitations.
