The primary objective of this procurement is to secure a reliable, high-capacity (100-ton) air-cooled chiller rental, including all necessary delivery, installation, and removal services, to ensure continued HVAC functionality for B180. The contractor will be responsible for providing all personnel, equipment, tools, materials, vehicles, supervision, and containers required to deliver, set up, and ultimately remove the chiller in accordance with the requirements detailed in Attachment 1 – AC Equip Rental SOW-B180. The scope of work encompasses the full lifecycle of the rental, from initial delivery and installation through to teardown and return shipping.
The anticipated period of performance consists of a base year (12 months) with three additional one-month option periods, allowing for flexibility in the duration of the rental based on the government’s needs. Initial delivery of the chiller is expected within 10 days of contract award. The contract line item numbers (CLINs) are structured as follows: CLIN 0001 covers the 12-month chiller rental, CLIN 0002 covers delivery and installation, CLIN 0003 covers teardown and return shipping, and Option CLINs 1001-1003 each provide for an additional one-month rental extension.
This solicitation is being conducted as a Lowest Price Technically Acceptable (LPTA) procurement. Award will be made to the responsible offeror whose proposal meets all technical requirements at the lowest total price, as evaluated against the specifications in the solicitation and Statement of Work. Technical acceptability will be determined on a pass/fail basis, including an assessment of past performance using FAPIIS exclusions, CPARS ratings, and SPRS scores. Only the lowest-priced proposal will be evaluated for technical acceptability; subsequent offers will be considered only if the lowest is found unacceptable.
Offerors must submit a firm fixed-price quote using the CLIN schedule provided in the solicitation attachments. Proposals must include a technical proposal detailing the specifications of the proposed 100-ton chiller (including power requirements and total weight), a completed and signed SF 1449, and all required representations and certifications. All costs, including labor, materials, equipment, and shipping/transportation, must be included in the quote. Offerors must be registered and active in the System for Award Management (SAM) to be eligible for award.
Proposals are to be submitted electronically to the Contracting Officer, Nika Salemi ([email protected]), no later than 12:00 PM EDT on 22 June 2026. The maximum allowable email size is 20MB; larger submissions must use DoDSAFE procedures, which require advance coordination with the contracting officer.
