The Department of the Air Force, through the 434th Contracting Squadron (434 CONS/PK) at Grissom Air Reserve Base (ARB), Indiana, is conducting market research to identify qualified commercial vendors capable of providing short-term rental of gas-powered golf carts in support of the 2026 Grissom ARB Airshow. This notice, issued as a Sources Sought/Request for Information (RFI) under procurement identifier FA4654RFI000005, is intended solely for planning and market research purposes in accordance with FAR Part 10 and does not constitute a solicitation or commitment to contract.
The primary objective of this procurement is to secure a fleet of at least twenty-five (25) gas-powered golf carts, with the flexibility to increase quantities through surge options as event requirements are finalized. The carts will be used to facilitate transportation and logistics during the airshow, ensuring efficient movement of personnel and materials across various surfaces including grass, gravel, and tarmac.
The anticipated period of performance is from August 24, 2026, through September 1, 2026. Vendors must be able to deliver all vehicles to the non-flight line side of Base Operations (Bldg 600), Grissom ARB, Indiana (IN 46971), no later than 10:00 AM local time on August 24, 2026, and retrieve them between 8:00 AM and 4:00 PM on September 1, 2026.
Key requirements include:
- All golf carts must be gas-powered and equipped with headlights, taillights, sun canopies/roofs, and windshields.
- The base requirement consists of:
- Eight (8) utility golf carts with cargo beds (CLIN 0001)
- Seventeen (17) passenger golf carts with four-seat capacity (CLIN 0002)
- Optional on-site technical support and maintenance during the event (CLIN 0003)
- Delivery and freight fees for the base requirement (CLIN 0004)
- Surge options for additional utility and passenger golf carts, with associated delivery fees (CLINs 0005–0007)
Vendors must be able to comply with Department of Defense base access and security protocols. All delivery and pick-up drivers are required to pass a background check and present valid identification. Commercial delivery vehicles will be subject to inspection at the base gate during specified hours (Monday–Friday, 08:15–15:45). The Government will handle daily refueling of the vehicles during the event, and no post-rental refueling fees will apply.
Interested parties are requested to submit a capability statement (maximum three pages) that includes company profile, CAGE code, SAM.gov UEI, business size and socio-economic status under NAICS 532284 (Recreational Goods Rental), confirmation of ability to meet the technical and logistical requirements, and (optionally) a rough order of magnitude (ROM) pricing sheet for budgeting purposes.
