Additional Details
The U.S. Army, through its Project Manager for Short and Intermediate Effectors for Layered Defense (SHIELD), has issued a Sources Sought/Request for Information (RFI) notice (Procurement Identifier: W31P4Q-26-RFI-0002) to conduct market research and identify potential industry sources capable of manufacturing the Next Generation Short Range Interceptor (NGSRI) for the Maneuver Short Range Air Defense (M-SHORAD) Increment 3 program. This RFI is strictly for information and planning purposes and does not constitute a solicitation or a commitment to contract.
**Purpose and Scope**
The primary objective of this RFI is to gather information from qualified industry partners regarding their capabilities to support the low-rate initial production (LRIP) and full-rate production (FRP) of a new surface-to-air missile system designed to replace the legacy FIM-92 Stinger. The NGSRI is envisioned as a high-performance, soldier-portable, fire-and-forget missile system capable of countering rotary wing, fixed wing, and Group 2/3 unmanned aircraft system threats. The system must also be backward compatible with existing Stinger missile platforms, such as SGT STOUT and the Marine Corps Air-To-Air Launcher.
The Army’s plan is to transition from design, development, and testing (initiated in FY23) to the production of approximately 11,000 NGSRI missiles and 2,200 Control Launch Assemblies (CLAs), with production commencing no later than FY28. The program will progress through government-led developmental testing and operational assessment, culminating in operational deployment and transition to a Major Capability Acquisition pathway at Milestone C as an ACAT II Program.
**Key Requirements and Expected Deliverables**
Respondents are expected to demonstrate their ability to provide a comprehensive solution encompassing:
- Manufacturing of NGSRI missiles and CLAs at scale, with the ability to enter production by FY28.
- Integrated Logistics Support (ILS), including training support, new equipment training, technical data, training manuals, training aids, and simulators.
- Engineering services, contractor logistics support, test support, and achievement of Full Material Release to the warfighter.
- Capability to retrofit SGT STOUT vehicles to fire the new missile from the Stinger Vehicle Universal Launcher, with a planning factor of 248 SGT STOUTs and up to two launchers per platform.
- Supply chain risk management, quality management, and compliance with relevant quality standards.
- Experience in obtaining safety confirmation and Full Material Release for similar weapon systems.
- Ability to provide rough order of magnitude cost and schedule estimates for the production of 11,000 missiles and 2,200 CLAs over a ten-year period, including unit cost projections and production rate capabilities.
- Identification and mitigation of technical and programmatic risks, as well as suggestions for risk reduction.
- Description of technical data rights and a summary of the Technical Data Package.
**Administrative and Submission Details**
- This RFI is issued in accordance with FAR Part 10.001 and Subpart 15.101(c) for market research purposes only. No contract will be awarded as a result of this notice, and responses will not be treated as proposals.
- The place of performance is Redstone Arsenal, Alabama, USA.
- The applicable NAICS code is 336414 (Guided Missile and Space Vehicle Manufacturing). Respondents should indicate their business size and any relevant socio-economic status (e.g., Small Business, Woman Owned, 8(a), HUBZone, Veteran Owned, etc.).
- Responses must be unclassified and clearly mark any proprietary or restricted information. The statement “Releasable to USG Agencies and their supporting Contractors for Review Only” must accompany proprietary submissions.
- Submissions should include a white paper (maximum 20 pages) detailing the candidate NGSRI solution, company capabilities, relevant experience, and cost/schedule estimates.
- Responses are to be submitted via email to Mr. Christopher M. Caputo ([email protected]) and Ms. Katy Whiteneck ([email protected]) at the U.S. Army Contracting Command-Redstone Arsenal.
- The deadline for submission is July 6, 2026. Questions may be directed to the points of contact within 14 days of the RFI posting.
**Contracting Entity and Contact Information**
- Contracting Entity: W6QK ACC-RSA (U.S. Army Contracting Command-Redstone Arsenal)
- Department: Department of Defense, Department of the Army
- Primary Contact: Mr. Christopher M. Caputo, Contracting Officer ([email protected])
- Secondary Contact: Ms. Katy Whiteneck ([email protected])

**Procurement Type and Special Considerations**
This is a market research RFI and not a solicitation for proposals. There are no set-aside requirements specified at this stage, but respondents are asked to identify their business size and status. The government is particularly interested in companies with demonstrated experience in guided missile production and encourages responses from both traditional and non-traditional defense contractors, including small and disadvantaged businesses.
**Summary**
This RFI represents a significant opportunity for qualified contractors with expertise in advanced missile systems, large-scale defense manufacturing, and integrated support services to inform the Army’s acquisition strategy for the next generation of short-range air defense. Interested parties should carefully review the detailed requirements and submission instructions to determine alignment with their capabilities and strategic interests. All responses will contribute to shaping the future procurement approach for this critical Army program.
