The U.S. Army Corps of Engineers (USACE), under the Department of Defense and acting through its Little Rock District office (W076 ENDIST LITTLE ROCK), has issued a Special Notice announcing a Virtual Industry Day in support of the Defense Health Agency (DHA). This initiative is part of a significant program aimed at addressing deferred maintenance, repairs, and renovations at multiple military treatment facilities (MTFs) across the United States. The effort is funded by recent legislation designed to reduce the backlog of repairs and enhance the quality of healthcare infrastructure for service members and their families. The scope of the anticipated contracts is broad, encompassing essential repairs, system replacements, and infrastructure upgrades that have been delayed due to funding, scheduling, or operational constraints. The work will include both major repair and minor construction activities, covering architectural, mechanical, electrical, plumbing, fire protection, and instrumentation disciplines. Projects may range from the reconfiguration of individual rooms or functional areas, repair of single utility system components, to more extensive renovations of hospital wings, including both the repair of failed or failing systems and the construction of new systems and components. The total value of these large-scale construction efforts is expected to range from approximately $100 million to $500 million. USACE anticipates awarding approximately seven stand-alone contracts to address critical facility needs at the following primary locations: - Naval Medical Center - Portsmouth, VA - Naval Medical Center (Balboa) - San Diego, CA - David Grant USAF Medical Center - Travis Air Force Base, CA - Womack Army Medical Center - Fort Bragg, NC - Madigan Army Medical Center - Joint Base Lewis-McChord, WA - Brooke Army Medical Center – JB San Antonio, TX - Blanchfield Army Community Hospital - Fort Campbell, KY Additional sites under consideration include Fort Carson, CO; Eglin Air Force Base, FL; Nellis Air Force Base, NV; and Camp Lejeune, NC. Contractors and subcontractors are sought who possess extensive experience and working knowledge of the functional operation of medical facilities, including equipment, facility support systems, and building structures. A key requirement is the ability to perform work in fully operational medical facilities, minimizing interference with daily operations, implementing infection control processes, and complying with Joint Commission requirements for construction in occupied healthcare environments. To provide industry partners with detailed information about the program, USACE will host a Virtual Industry Day on June 4, 2026, at 10:00 AM Central Daylight Time via Microsoft Teams (link to be provided later). This event will offer a programmatic overview, details on the scope of anticipated work at each location, and projected timelines. Following the Virtual Industry Day, USACE will facilitate one-on-one meetings with interested and eligible firms, expected to occur in mid-June. These meetings, available virtually or in-person, are intended to foster direct engagement, discuss best practices and industry solutions, review acquisition strategies, address company-specific questions, and help the Government assess market capabilities and capacity. Information on scheduling these meetings will be provided in future updates. All future announcements, including registration details for the Virtual Industry Day, will be posted to SAM.gov. Interested parties are encouraged to monitor SAM.gov for updates and further instructions. The place of performance is listed as Arkansas (AR), United States, though the projects themselves are nationwide. The contracting entity is the Little Rock District office of USACE, a federal office under the Department of the Army. Primary and secondary points of contact for this notice are Terry Shaw ([email protected], 501-340-1040) and Marcus Mitchell ([email protected], 501-340-1253). This opportunity is ideal for contractors with proven expertise in medical facility construction and renovation, particularly those capable of working in active healthcare environments and adhering to stringent regulatory and infection control standards. The program represents a substantial and sustained investment in military healthcare infrastructure, with requirements and objectives that will remain constant throughout the contract lifecycle.
