The United States Department of Agriculture, Forest Service (USDA-FS), CSA EAST 11, is conducting a Sources Sought/Request for Information (RFI) under procurement identifier 12445126R0004 for the design of the Albert Pike Campground in Mount Ida, Arkansas. This opportunity is specifically restricted to current Department of Interior/Fish and Wildlife Service (DOI-FWS) Arkansas Civil Architect-Engineer (AE) Multiple Award Task Order Contract (MATOC) holders that are classified as small businesses. Submissions from firms outside this pool will not be considered. The primary objective of this procurement is to secure comprehensive architect-engineer services for the design and development of the Albert Pike Campground. The selected firm will be responsible for preparing detailed plans (drawings), specifications, a schedule of items, construction cost estimates, and an estimated construction timeline. Deliverables are expected at the 65%, 90%, and 100% completion stages, ensuring iterative review and refinement of the project documents. The scope of work encompasses a broad range of site and infrastructure improvements, including but not limited to: - Design and placement of an asphalt loop road connecting to NFSR 73, situated above the 100-year flood elevation and featuring a ditched cross-section with maximum grades of 8%. - New bridge designs as required to cross major drainages. - Asphalt-surfaced camping loops. - Eight camping spurs equipped with water and 50A electrical service. - Nineteen campsites without water and electricity. - One camp host site with water, 50A electrical service, telephone, and sewer connections. - Two CXT Double Cascadian or equivalent vault restrooms. - A new RV dump station with a septic system, including septic tank, distribution boxes, and field lines. - Minimum 5-foot-wide pedestrian access from campsites. - New well house, reservoir, and all associated equipment, including well pump, valves, 20A electric receptacle, and piping. - Community water hydrants at each new vault restroom and four additional hydrants distributed among the 19 campsites without individual water connections. - Installation of new kiosks, signage, and lighting. - Site grading and installation of ditches, culverts, and other drainage measures to ensure proper water runoff. - Layout and selection of construction materials for the campground, to be designed by a registered Landscape Architect licensed in Arkansas. Firms responding to this notice must demonstrate expertise in the following areas, as outlined in Section II of the SF-330: B02 – Bridges, R04 – Recreation Facilities (parks, marinas, etc.), P06 – Planning (site, installation, and project), and W03 – Water Supply, Treatment, and Distribution. Responses should include the firm’s most recent SF-330 (no page limit) and a supplemental package (not to exceed five pages) detailing relevant project experience, project values, and locations. The supplemental package should highlight key personnel who would be assigned to this project and identify the Arkansas-licensed landscape architect who will participate.
