The U.S. Army Contracting Command, Rock Island (ACC-RI), acting on behalf of the Office of Project Lead, Joint Services (PL JS) at Picatinny Arsenal, NJ, has issued a Sources Sought Notice to identify qualified firms capable of delivering a comprehensive, turn-key solution for the construction of a redundant 69-kV electrical power system at the Radford Army Ammunition Plant (RFAAP) in Radford, Virginia. This initiative is critical to enhancing the resilience and reliability of the power infrastructure supporting RFAAP, a Government-Owned, Contractor-Operated (GOCO) facility that develops and produces propellants for the Department of Defense and allied entities.
The scope of the anticipated procurement encompasses the design, engineering, procurement, construction, and commissioning of a new 69-kV interconnection point from an active American Electric Power (AEP) transmission circuit into RFAAP. The project includes the construction of a new 69-kV transmission line—requiring right-of-way acquisitions—that will traverse the New River and terminate at a newly constructed 69-kV step-down substation within the RFAAP boundaries. This substation must be capable of stepping down the 69-kV supply to 12.47 kV for plant-wide distribution and must be fully integrated with the existing RFAAP 69-kV electrical loop and SCADA system. The design and construction are expected to ensure a minimum operational expectancy of 50 years, with all work performed in compliance with applicable utility standards, federal and state regulations, environmental requirements, AT/OPSEC protocols, and site-specific mandates. The total construction period is anticipated to be completed within 36 months from contract award.
The primary objective of this effort is to establish a second, fully independent 69-kV electrical power source for RFAAP, thereby guaranteeing continuity of operations, enhancing system resilience, and providing critical operational flexibility for all production and tenant activities. The successful integration of this new power source with the existing infrastructure is essential to support the mission-critical requirements of the installation.
At this stage, the Government is seeking industry input to inform its acquisition strategy and may consider a non-competitive, sole-source contract award for the design and construction of the new interconnection point, transmission line, and substation. Technical Data Packages (TDPs), Statements of Work (SOWs), and Performance Work Statements (PWSs) are not currently available but may be provided at a later date.
Interested firms are encouraged to submit capability statements demonstrating experience with the turn-key design, environmental permitting, construction, and commissioning of high-voltage (69-kV) transmission lines and substations, including the establishment of new interconnection points on active, utility-owned regional transmission grids. Submissions should address technical approaches for seamless integration with existing electrical and SCADA systems, project phasing and scheduling, coordination with regional utility providers, automated transfer and protective relaying schemes, environmental permitting and right-of-way acquisition strategies, and procurement of long-lead high-voltage equipment.
Responses must be submitted in PDF format, not exceeding fifteen pages, and include company information such as name, address, web URL, point of contact, telephone, email, Unique Entity Identifier (UEI), CAGE code, and business type/size as defined by NAICS 237130 (Power and Communication Line and Related Structures Construction) and 221122 (Electric Power Distribution). All interested contractors must be registered in the System for Award Management (SAM).
