The Department of Veterans Affairs (VA), through its Network Contract Office 7 (NCO 7), has issued a presolicitation notice for a significant construction project titled "508-22-104 | Upgrade PACS System." The scope of this project encompasses a comprehensive upgrade of the Physical Access Control System (PACS) and Closed-Circuit Television (CCTV) Monitoring and Surveillance System across three VA facilities: Joseph Maxwell Cleland VAMC (Main Campus, Decatur, GA), Trinka Davis Village (Carrollton, GA), and Fort McPherson (Atlanta, GA). The intended outcome is to enhance the physical security infrastructure at these locations, ensuring compliance with VA security requirements and significantly improving monitoring and access control capabilities.
Key objectives and deliverables include:
- Surveying the facilities to verify current VA physical security requirements and reviewing existing design documents, specifically those related to the "508-19-109 Implement PACS" project.
- Conducting a thorough inventory of previously installed PACS equipment and wiring, as well as any hardware turned over to the government.
- Developing new construction bid documents to complete the PACS installation and to add additional cameras in newly identified areas.
- Upgrading the PACS infrastructure, which will involve the installation of over 500 card-readers and code-input devices, as well as a central command unit. These devices will be strategically placed in security-sensitive areas such as medication storage rooms, pharmacy dispensing areas, the VA Police Control Center (including the SCIF room), and selected offices.
- Replacing and expanding the existing CCTV system, which currently operates at less than 50% capacity. The new system will include approximately 500 CCTV cameras, eight DVRs, twelve 14-inch LCD monitors, six 42-inch LCD monitors, associated software, and all necessary low-voltage wiring and cabling.
The magnitude of construction for this project is estimated to be between $5,000,000 and $10,000,000, with a targeted completion period of 183 calendar days from the Notice to Proceed (NTP). The contract will be awarded as a Firm Fixed Price Construction contract. The applicable NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors), with a size standard of $19.0 million. The Product Service Code (PSC) is Y1DA, which pertains to the construction of hospitals and infirmaries.
Contractors should be aware of the limitations on subcontracting, as stipulated in VAAR Clause 852.219-75.
