Proposals should present novel approaches or efficiencies not currently in use, addressing operational challenges such as visibility, scalability, and overall mission support.
For these General AoIs, interested companies are required to submit Phase 1 Solution Briefs in the form of a Scout Card via the Vulcan platform (https://vulcan-sof.com/), with direct submission links provided for each AoI.
2. **Specific AoIs**:
- USTRANSCOM may periodically post Specific AoIs on SAM.gov under this CSO solicitation. These will outline targeted needs or challenges requiring innovative solutions. Contractors are encouraged to monitor SAM.gov for updates and new opportunities to respond to these focused requirements.
The CSO outlines competitive procedures for submitting responses and remains continuously open until February 1, 2036, with the possibility of periodic updates. All offerors must be registered entities on SAM.gov to be eligible for award consideration.
