The U.S. Army Corps of Engineers (USACE) Louisville District has announced a forthcoming procurement opportunity for the design and construction of a Staging/Marshalling Area at Fort Campbell, Kentucky. This initiative, identified under procurement number W912QR-60893604, is structured as a design-build-to-budget project and aims to enhance Fort Campbell’s Power Projection Platform by providing critical infrastructure to support rapid deployment operations.
The scope of work encompasses the design and construction of an 8,000 square foot Readiness Building, complemented by a substantial 400-foot by 300-foot Deployment Readiness Line. The project site will be fully paved with concrete, and will include the installation of fencing and lighting, as well as clearly marked Readiness Lines. This procurement will be executed as a single Firm-Fixed-Price (FFP) contract, classified under NAICS code 236220 (Commercial and Institutional Building Construction). The estimated magnitude of construction is between $5,000,000 and $10,000,000, as defined by FAR 36.204. The opportunity is set aside exclusively for small businesses, in alignment with SBA guidelines, thereby fostering participation from qualified small business contractors.
The selection process will follow a two-phase, best-value trade-off methodology. In Phase I, proposals will be evaluated based on Past Performance and Technical Approach. The highest-rated offerors—anticipated to be three—will advance to Phase II, where further evaluation will focus on Design/Technical merit, Management Approach, and Price. Offerors will also be required to submit pro forma information, including evidence of bonding and financial capability, to ensure they meet the minimum requirements of the solicitation. While the Government intends to award without discussions, it reserves the right to engage in discussions if deemed in its best interest.
The official solicitation is anticipated for release in May 2026 and will be available exclusively via electronic posting on the Contracting Opportunities website (http://Sam.gov).
