Additional Details
The U.S. Army Corps of Engineers (USACE), Kansas City District, has announced a forthcoming procurement opportunity for a Pre-Demolition Environmental Survey at the Former General Leonard Wood Army Community Hospital (FGLWACH), located at Fort Leonard Wood, Missouri. This initiative is a critical preparatory step for the planned demolition of several key structures on the installation, including the main Hospital and Clinic (Building 310), Central Utility Plant (Building 311), the associated Infectious Waste Storage structure, Ambulance Garage, and Temporary Helipad.
The primary purpose of this contract is to conduct a comprehensive environmental inspection of all identified buildings slated for demolition. The selected contractor will be responsible for identifying the presence, location, and quantities of potentially hazardous and regulated materials—such as asbestos and other substances—that may require specialized abatement or disposal procedures. This process will ensure that all hazardous materials are properly managed in accordance with federal and state regulations, thereby safeguarding worker safety and environmental compliance during the subsequent demolition phase.
The scope of work includes verifying and updating existing information from the AE-0 Planning Study and the Pre-Demolition Inspection Report. The contractor will be required to perform destructive testing as necessary to access concealed areas (e.g., behind wall coverings, insulation, and baseboards) to thoroughly assess for hazardous materials. Additionally, the contractor must identify and document the locations, contents, and any evidence of leakage from storage tanks. All findings, including the types, quantities, and locations of hazardous materials, as well as recommended abatement methods and any special demolition or worker safety procedures, must be detailed in the updated Pre-Demolition Inspection Report.
This procurement is designated as a Small Business Set-Aside under NAICS Code 541620 (Environmental Consulting Services), with a small business size standard of $19.0 million. The estimated magnitude of the contract is between $1,000,000 and $5,000,000. The contract will be awarded as a one-time, firm-fixed-price Architect-Engineer (A-E) agreement.
Interested small business contractors should note that the official solicitation will be posted on SAM.gov on or about April 30, 2026, with proposals due approximately 30 days thereafter. All solicitation documents, amendments, and instructions will be available exclusively through the SAM.gov website, and offerors are responsible for monitoring the site for updates.
The contracting entity for this opportunity is the U.S. Army Corps of Engineers, Kansas City District (W071 ENDIST KANSAS CITY), operating under the Department of the Army, Department of Defense. The primary point of contact for this procurement is Jeri Halterman, who can be reached at [email protected] or by phone at 816-389-2198.
This opportunity is well-suited for small businesses with expertise in environmental consulting, hazardous material assessment, and pre-demolition surveys, particularly those with experience in federal or military facility projects. Contractors should be prepared to demonstrate compliance with all applicable regulations and to employ rigorous sampling and testing methodologies, including destructive techniques where necessary, to ensure a complete and accurate assessment of all regulated materials prior to demolition activities.
