The Army Contracting Command–Aberdeen Proving Ground (ACC-APG), Installation and Technology Division, located at Aberdeen Proving Ground, Maryland, has issued a Request for Information (RFI) to support the Defense Commissary Agency’s (DeCA) ongoing need for Legacy Applications Technical and Operational Support Services (LATOSS). The primary objective of this RFI is to identify qualified sources capable of providing comprehensive technical and operational support for a suite of mission-critical legacy and core business systems. These systems are integral to DeCA’s worldwide operations, which encompass approximately 250 commissary stores and distribution centers, supported by over 15,000 employees and accessed from roughly 5,500 computers globally. The applications in scope include a mix of commercial-off-the-shelf (COTS), government-off-the-shelf (GOTS), and custom-developed software, many of which are built on archaic programming languages such as COBOL, AcuCOBOL, PL-SQL, and SQL-Forms, and utilize proprietary software tools.
Key systems requiring support include:
- **DeCA Interactive Business System (DIBS):** A custom COBOL application essential for managing commissary product ordering, receiving, and financial transactions, interfacing with DeCA’s Enterprise Business Solution (EBS)/Advanced Retail Technology Suite (ARTS) and other legacy applications.
- **Standard Automated Voucher Examination System (SAVES):** A COBOL GUI-based application supporting contracting and bill payment functions for commissaries in the U.S., Guam, and Europe.
- **DeCA Electronic Records Management and Archive System – Refresh (DERMAS-R) and Task Management System (TMS):** Core systems for records and task management, ensuring compliance with National Archives and Records Administration (NARA) regulations and DoD standards.
- **Electronic Data Interchange (EDI):** A mission-essential system facilitating electronic ordering, receiving, and pricing of grocery items with vendors, supporting approximately 80% of resale items and over one million EDI transactions annually.
- **Coupons 2000 (C2K):** A Microsoft Access application with a SQL database for coupon data collection and reconciliation.
- **DeCA Meat and Produce System (DMPS):** Microsoft Access applications for managing meat and produce operations at headquarters and commissary stores.
The contractor will be responsible for providing all necessary personnel, supervision, management, and technical services to ensure the ongoing operation, sustainment, and life cycle management of these legacy applications. This includes project management, configuration management, technical documentation, operational support, cyber security, disaster recovery, and enterprise data environment sustainment and enhancement. The contractor must also provide 24/7/365 Level I support, with Level II and III support available on an on-call basis for priority incidents, and must be able to respond to emergency issues within strict timeframes.
Additional requirements include:
- Developing and maintaining detailed schedules, cost and management reports, and providing monthly status updates and program management reviews.
- Utilizing Microsoft Office tools (Word, Project, PowerPoint, Excel, Visio) for project tracking and reporting.
- Designating primary and secondary on-call personnel for after-hours support, with rapid response and escalation procedures.
- Making recommendations for operational improvements and integrating technology changes and upgrades as approved by DeCA.
The RFI requests that interested parties submit a capability statement addressing their experience, particularly with legacy COBOL systems, support for DeCA’s core applications, and ability to manage complex, mission-critical IT environments. Respondents should also detail their experience with federal or state government contracts, options for custom content creation, and their ability to support DeCA’s EDI and records management systems.
