The U.S. Army Contracting Command – New Jersey (ACC-NJ), acting on behalf of the U.S. Army Project Manager Close Combat Systems (PM CCS), has issued a Sources Sought notice to conduct market research for the potential procurement of M72-series Light Assault Weapon (LAW) variants and associated Shoulder Launched Munitions (SLM) training components. This notice seeks to identify qualified industry sources capable of supporting the production and supply of these munitions and training systems to meet Army and Marine Corps ammunition stockpile requirements.
The scope of this anticipated procurement encompasses a range of M72 LAW variants and related training systems, including:
- M72A7 LAW with Graze Fuze Function and Night Vision Device (NVD) Mount (NSN: 1340-01-497-7630, DODIC HA29), designed for use against light armored targets in open field environments.
- M72A8 LAW Fire from Enclosure with NVD Mount (NSN: 1340-01-650-6436, DODIC HB26), capable of being fired from within enclosures.
- M72A9 LAW Anti-Structure Munition with NVD Mount (NSN: 1340-01-538-4308, DODIC HA48), intended for breaching urban terrain such as walls, doors, and windows.
- M72A10 LAW Fire from Enclosure Anti-Structure Munition with NVD Mount (NSN: 1340-01-650-6472, DODIC HB25), featuring enhanced explosives and enclosure-firing capability.
- M72AS Trainer Launchers (P/N 51670-9, NSN 1055-01-495-0009), the training system for the M72 weapon.
- M72AS 21mm Subcaliber Training Rockets (NSN: 1340-01-482-5049, DODIC HA21) and Inert Trainers (NSN: 1340-01-533-8258, DODIC HA46), for live and classroom training, respectively.
- Various components for Shoulder Launched Munitions Training Systems.
The intended contract is expected to be a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement, with a period of performance ranging from two to five years. The effort will support both domestic and potential Foreign Military Sales (FMS) requirements.
Key requirements for interested contractors include demonstrated technical and manufacturing capability, satisfactory past performance in the explosives processing industry, and the ability to meet production demands for the specified munitions and training systems. Respondents must have or be able to obtain the necessary facilities, equipment (including testing ranges with instrumentation), manufacturing processes, inspection capabilities (preferably ISO 9001:2008 or equivalent), and qualified personnel. Contractors are also expected to provide information on their minimum and maximum monthly production rates, minimum procurement quantities for economical production, and strategies for mitigating supply chain risks, particularly regarding material price volatility or scarcity.
The procurement will be classified as UNCLASSIFIED and must comply with the specialty metals restrictions of the Berry Amendment (10 U.S.C. 2533a and 2533b), as implemented by DFARS clauses 252.225-7008 and 252.225-7009. At this stage, no set-aside determination has been made; all small business set-aside categories will be considered based on market research results.
