The Department of the Army, through the United States Property and Fiscal Office (USPFO) for the Maine Army National Guard (MEARNG), has issued a solicitation for Youth Camp Medical Services in support of its annual Child & Youth Program. This initiative is designed to provide confidence and team-building training, as well as a range of resources, to children of military service members during a two-week camp held at the Bog Brook Training Area, located at 27 Military Cir, Gilead, Maine 04217.
The scope of this procurement encompasses the provision of comprehensive medical services to support approximately 50 adults and 100 youth participants per week. The contractor will be responsible for delivering services daily from 0700 to 2100, with 24/7 on-call availability, except on recognized U.S. holidays. The contractor must ensure an adequate workforce is maintained at all times to guarantee uninterrupted performance of all tasks as defined in the Performance Work Statement (PWS).
This requirement is being solicited as a 100% Small Business Set-Aside in accordance with FAR 19.104, under NAICS code 561320 (Temporary Help Services), with Product Service Code Q401. The Government intends to award a firm-fixed-price (FFP) purchase order resulting from this solicitation. The anticipated period of performance is from July 11, 2026, through July 24, 2026.
Award will be made to the responsible vendor whose quotation represents the best value to the Government, with evaluation factors including Technical Capability, Past Performance, and Price, as outlined in RFO 12.203(a). Notably, award may be made without discussions; therefore, contractors are strongly encouraged to submit their best terms in their initial quotations. Unrealistically low pricing may be grounds for eliminating a quote from consideration, as it may indicate a lack of understanding of the requirement or an imprudent offer.
The Service Contract Act applies to this contract, requiring the contractor and any subcontractors to pay at least the locally prevailing wages and fringe benefits as specified in Wage Determination 2015-4009, Rev No. 32, dated December 3, 2025. Contractors must comply with all applicable labor standards and are responsible for downloading the relevant wage determination from SAM.gov.
