Mechanical, electrical, and plumbing (MEP) upgrades are integral, covering plumbing systems and fixtures, electrical raceways, wiring, lighting controls, fixtures, transformers, panelboards, switchgear, and a television distribution system.
Contractors must hold a valid California “B” General Building Contractor license to be eligible to bid. Compliance with the California Air Resources Board In-Use Off-Road Diesel-Fueled Fleet Regulations is mandatory, requiring submission of a Certificate of Reported Compliance (CRC) for any applicable fleet vehicles prior to contract execution. All contractors and subcontractors are required to adhere to the most stringent applicable health and safety mandates, with associated compliance costs borne by the contractor. DGS reserves the right to audit compliance at any time.
The estimated construction cost for this project is $3,872,000, with a contract duration of 364 calendar days. Successful bidders will be required to furnish payment and performance bonds, each equal to 100% of the contract price.
A mandatory pre-bid site inspection is scheduled for April 9, 2026, at 10:00 AM at the Plant Operations Annex, 320 Palm Way, Porterville Developmental Center. Attendance for the entire inspection is required for bid eligibility.
