The Defense Health Agency (DHA), a component of the U.S. Department of Defense, has issued a Special Notice regarding its intent to award a firm-fixed-price, 30-month sole-source follow-on contract for Reserve Health Readiness Program (RHRP) 3.1 Services. This procurement is being conducted under commercial terms and conditions, in accordance with FAR 6.103-1(c)(2)(ii), which allows for noncompetitive awards when only one source is deemed capable of providing the highly specialized services required without causing unacceptable delays in fulfilling agency needs. The intended awardee is QTC Medical Services, Inc., doing business as Leidos QTC (LQTC) Health Services, located at 4400 NW Loop 410, San Antonio, TX 78229-5144.
The scope of this contract encompasses the continued provision of critical individual medical readiness (IMR) services, deployment readiness medical services, a range of physical examinations (including accession, retention, occupational health, and specialty exams), as well as Reserve Component (RC) dental exams and limited dental treatments. These services are essential to supporting the Military Departments’ efforts to meet or exceed Department of Defense (DoD) IMR standards, advance deployment health initiatives, and fulfill Force Health Protection (FHP) requirements and objectives.
Service delivery under the RHRP is structured across three modalities: in-clinic (utilizing a network of contractor medical and dental providers), virtual, and group event formats. A key requirement is that all services must be documented within the Data Exchange Platform, which interfaces with over fourteen different Service Components’ electronic databases and supporting systems, ensuring that individual medical records are accurately and promptly updated.
The RHRP supports a broad beneficiary base, including Reserve Components, TRICARE Prime Remote (TPR) service members from the Army, Navy, and Marine Corps, the Department of Homeland Security’s U.S. Coast Guard (active duty and Reserve), and re-deploying DoD civilians from participating DoD agencies.
This follow-on contract is intended to bridge the period following the expiration of the current RHRP-3 contract (W15QKN-21-D-5000, expiring 28 May 2026) until the completion of the source selection and award of RHRP-4. The anticipated period of performance includes a 6-month base period (29 May 2026 to 28 November 2026), six 3-month option periods (29 November 2026 to 28 May 2028), and an additional extension option of up to 6 months (29 May 2028 to 28 November 2028).
This notice is not a request for proposals. However, interested parties who believe they can meet the highly specialized requirements described may submit their interest and capabilities via email to the designated points of contact by 4:00 PM EDT on 15 April 2026. The Government reserves sole discretion in determining whether to compete this requirement based on responses received. Notably, this procurement is not set aside for small businesses under the identified NAICS code (621111 – Offices of Physicians, except Mental Health Specialists), and all responding vendors must be fully registered in the System for Award Management (SAM), including a valid Unique Entity ID (UEI) and CAGE code.
