The Federal Aviation Administration (FAA), under the Department of Transportation, has issued a Sources Sought notice (Procurement Identifier: APEXRFI032026) seeking industry input for the development and implementation of the Air Traffic Controller Academy Performance & Excellence System (APEX). This Request for Information (RFI) is intended to gather concepts, approaches, and general capabilities from potential vendors regarding the creation of an enterprise-level training performance intelligence system for the FAA’s Academy operations. The primary objective of this procurement is to establish a scalable, data-driven infrastructure that provides near–real-time visibility into student performance throughout all phases of Academy training. The envisioned solution will serve as the foundational performance intelligence backbone for current Academy operations and support future enterprise expansion. The FAA is specifically seeking a modern, adaptive system that integrates disparate training data sources into a unified analytics environment, enabling predictive modeling, performance standardization, and strategic decision-making. Importantly, the FAA is not interested in standalone reporting overlays or content delivery enhancement tools; rather, the focus is on an interoperable, extensible enterprise data framework. Key requirements and expected deliverables for this initiative include: - Comprehensive data integration across multiple training sources - Objective-level mastery mapping to track student progress - Near–real-time analytics dashboards for actionable insights - Error taxonomy and trend analytics to identify and address performance issues - Predictive analytics capabilities to forecast outcomes and inform interventions - Instructor performance analysis to support continuous improvement - Enterprise leadership reporting for strategic oversight - Adherence to technical and security requirements - Scalability to accommodate future expansion and evolving needs - A clear implementation approach detailing how the solution will be deployed and maintained Respondents are encouraged to submit concept papers that identify real-world solutions and include an implementation plan addressing the areas outlined above. Optional materials such as demonstration content and sample dashboards using representative data may also be provided to illustrate proposed capabilities. This RFI is for market research purposes only and does not constitute a commitment by the FAA to issue a solicitation or award a contract. The FAA will not accept unsolicited proposals, nor will it reimburse any costs associated with responding to this notice. All responses must be non-proprietary and suitable for public release. The place of performance for this effort is Washington, District of Columbia (DC), United States. The contracting activity is managed by the 693KA8 System Operations Contracts Office within the FAA. Interested parties may direct inquiries to the primary contact, Stephen Shaffer, at [email protected]. The notice remains active, with responses due by April 17, 2026. Additional details and the official notice can be accessed via the SAM.gov opportunity ID ea760cce391c4271a5600c3573cfd127. This opportunity is particularly relevant for organizations with expertise in enterprise data integration, advanced analytics, and scalable training performance systems, and who are capable of delivering robust, secure, and extensible solutions to support the FAA’s mission-critical training operations.
