The Department of the Air Force, through the 319th Contracting Squadron (FA4659 319 CONS PK) at Grand Forks Air Force Base, North Dakota, has issued a Special Notice requesting information from industry regarding Counter Small Unmanned Aircraft Systems (C-sUAS) and Small Unmanned Aircraft Systems (sUAS) solutions. This Request for Information (RFI), designated FA4659-RFI-CSUAS+SUAS v3, is intended to inform the Point Defense Battle Lab (PDBL) of current market capabilities and to identify qualified vendors for potential collaboration in the integration, development, training, and sustainment of C-sUAS and sUAS technologies for Group 1-3 Unmanned Aerial Systems.
Purpose and Scope:
The primary objective of this RFI is to support the PDBL’s mission to develop and validate Tactics, Techniques, and Procedures (TTPs) that advance C-sUAS detection, tracking, interception, and neutralization. The ultimate goal is to enhance the Air Force’s ability to secure its assets, personnel, and ensure continuity of operations against evolving aerial threats posed by small unmanned aircraft. The PDBL serves as a collaborative hub, integrating cutting-edge technology, tactical expertise, and academic/industry partnerships to proactively defend installations and maintain tactical superiority.
Key Requirements and Expected Outcomes:
The PDBL seeks information from businesses capable of providing solutions that are:
- Easy to use, requiring minimal operator training.
- Rapidly deployable, transportable via palletized cargo, and able to be set up by a small team (four personnel or fewer) within two hours.
- Robust in extreme weather, operating in ambient air temperatures as low as -40°F and in winds of 20-30 mph.
- Preferably non-proprietary or interoperable, though proprietary technologies will be considered if clearly marked.
Technical parameters for C-sUAS solutions include:
- Consistent detection and tracking of all Group 1 UAS types at ranges of 2 km or greater, with preference for increased range and accuracy.
- Autonomous classification of detected tracks, distinguishing UAS from non-UAS objects, and designating unresolved tracks as “unknown air tracks.”
- Effective discrimination of biological and ground clutter, maintaining a clean air picture.
- Simultaneous detection and tracking of multiple UAS threats.
- Operation in GNSS-denied or degraded environments, with low physical and spectral signatures for survivability in contested battlespaces.
- Compatibility with shore power or standard U.S. military generators (5 kW–30 kW).
- Provision of radar cross section (RCS) data for detected targets.
- Rapid integration with government-designated C-UAS fire control systems.
- All-weather engineering to maintain performance in adverse conditions.
- Ease of operator usability, minimizing sensor calibration times and maximizing maintenance efficiency.
Secondary attributes sought include:
- Detection, tracking, and classification of Group 2 and Group 3 UAS with actionable threat data.
- 360-degree azimuth and 30-degree elevation search air picture, with up to 90-degree elevation in track coverage; distributed architectures are acceptable.
- Ability to steer search and track elevation below 0 degrees relative to sensor emplacement.
- Minimum detection range between 50m and 500m, with preference for shorter ranges.
- Detection and tracking of hovering UAS with 0 Hz Doppler characteristics.
- Capability or development path to provide physical target length estimates.
- Tracking accuracy sufficient for downstream effector, sensor cueing, and multi-modal sensor fusion.
- Track update rates between 4 Hz and 10 Hz.
- Integration with Identification of Friend or Foe (IFF) systems.
Cybersecurity Considerations:
If selected for prototyping, technologies or services must comply with DoD Instruction 8510.01 (Risk Management Framework for DoD Systems) and obtain formal Authorization to Operate (ATO) for any IT products or systems processing DoD information.
Submission Instructions:
Interested businesses are encouraged to submit a written Capabilities Statement, not exceeding fifteen pages plus a one-page cover letter (total sixteen pages). Submissions should include:
- Company overview, highlighting relevant sUAS or C-sUAS experience and expertise.
- Detailed description of proposed technology or services, including technical parameters, performance characteristics, and integration requirements.
- Power requirements and operating profiles.
- Detection and tracking ranges for Group 1 and Group 2 UAS, including test methodology or references to prior government demonstrations.
- Minimum detection range and expected performance below 50m AGL.
- Track management limits, including merge and separation constraints.
- List of U.S. military C-UAS command and control systems integrated to date.
- Azimuth and elevation search coverage and track elevation limits.
- Track update rates and azimuth/elevation error metrics.
- Identification of any cloud compute dependencies.
- Technical approach for C-sUAS and sUAS technologies or services.
- Performance data and test results demonstrating the ability to protect USAF assets.
All submissions must be organized per the instructions and submitted electronically no later than April 30, 2026, at 4:00 PM CST. Proprietary information should be clearly marked, and no classified information should be included.
