The U.S. Army Corps of Engineers (USACE), Los Angeles District, is conducting market research through a Sources Sought notice to identify qualified prime contractors for the design and construction of a new Airborne Equipment and Parachute Repair Shop at Yuma Proving Ground, Arizona. This initiative, titled "Design-Build to Budget (DB2B) Construction of Airborne Equipment and Parachute Repair Shop," seeks to gather information from capable firms, with a particular emphasis on small businesses and those holding certifications such as HUBZone, 8(a), Woman-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB).
The project involves a comprehensive design-build solution for a 13,000 square foot Airdrop Rigging Facility. The facility is intended to provide temperature and humidity-controlled storage and inspection for rigged materials on a military aircraft cargo conveyance system prior to airdrop. The scope of work encompasses the full design and construction of the facility, including compliance with Department of Defense antiterrorism and force protection requirements (UFC 4-010-01), and ensuring a minimum facility lifespan of 40 years.
Key elements of the project include:
- Site work such as moderate grading, demolition, relocation of a fire access lane, and installation of a new septic system.
- Construction of a partially raised loading dock and motorized roll-up doors.
- Structural provisions for a government-furnished, contractor-installed 50-ton overhead crane.
- Integration of a military aircraft (C130 and C-17) cargo conveyance system in at least four bays.
- Installation of self-contained HVAC systems (approximately 170 tons).
- Provision of complete communications infrastructure, including conduits with pull strings for future use, and a closed-circuit television system.
- Full system testing, adjusting, and balancing (TAB).
- Delivery of a comprehensive warranty and a plan for long-term maintenance support.
The anticipated contract will be a firm-fixed-price, design-build agreement, with an estimated construction magnitude between $5,000,000 and $10,000,000 and a target budget ceiling of $8,200,000. The period of performance is expected to be 760 calendar days. The procurement will follow the FAR 36.3 Two-Phase Design-Build Selection Procedures, allowing contractors to propose innovative solutions and maximize the achievable scope within the budget ceiling. Only basic requirements will be included in the Request for Proposal (RFP), and negotiations with selected offerors will finalize the scope and cost in the second phase.
The project is classified under NAICS code 236220 (Commercial and Institutional Building Construction), with a size standard of $45 million, and Product Service Code Y1EZ (Construction of Other Industrial Buildings).
Interested prime contractors are required to submit detailed information, including:
- Firm identification and verification of small business status.
- Unique Entity Identifier (UEI) and CAGE Code.
- Bonding capacity documentation.
- Statements of capability and relevant experience with similar design-build mechanical system projects.
- Up to three project examples of similar scope and size (at least 10,000 SF, completed or substantially complete within the past five years), including references.
- Clear identification of self-performed work versus subcontracted work, in accordance with FAR 52.219-14, Limitations on Subcontracting.
- Description of experience with Design-Build-to-Budget projects, including cost control and value engineering measures.
All responses must be submitted by April 12, 2026, at 2:00 PM PDT. Firms are encouraged to use the provided "Project Example Template – Market Research Survey" for their submissions.
