Headquarters Supreme Allied Commander Transformation (HQ SACT), in collaboration with the Supreme Headquarters Allied Powers Europe (SHAPE), has released a Special Notice inviting innovative participation in the NATO Innovation Challenge 2026-1 (iChall26-1). This Request for Innovative Participation (RFIP), referenced as RFIP-ACT-SACT-26-38, seeks to engage industry partners in the development of an advanced agentic artificial intelligence (AI) tool tailored for cognitive warfare applications.
The primary objective of this initiative is to identify and foster solutions that leverage cutting-edge AI technologies—including advanced machine learning, natural language processing (NLP), behavioral analytics, and influence strategies—to autonomously identify target audiences, craft personalized messaging, and dynamically adapt influence strategies in real time. Solutions must operate within the framework of NATO’s principles, ensuring legitimacy and ethical alignment throughout their deployment. The ideal submissions will demonstrate a Technology Readiness Level (TRL) between 5 and 7, with a strong preference for solutions capable of delivering a Minimum Viable Product (MVP) within three months.
Up to ten solutions will be selected by a committee of HQ SACT representatives and invited experts. These finalists will be invited to present their concepts during the iChall26-1 Pitch Day, scheduled for May 28, 2026, in Rennes, France. Participation in Pitch Day is strictly in-person, and a jury comprising HQ SACT and additional experts will determine the winners. It is important to note that this RFIP is not a Request for Proposal (RFP) and does not obligate HQ SACT to issue a future RFP or to fund any costs associated with responding to this notice or participating in the challenge. All costs incurred are the sole responsibility of the respondent.
The procurement is classified under NAICS code 541519 (Other Computer Related Services), with the place of performance designated as Norfolk, Virginia, USA. The contracting entity is the Bureau of Industry and Security, a federal agency within the U.S. Department of Commerce.
Interested parties must submit their responses by 17:00 EDT on April 20, 2026, referencing RFIP-ACT-SACT-26-38 in all correspondence. Additional details and the official notice can be accessed via the SAM.gov opportunity ID baf8913f09304fd7923808a7a64e6d72.
This opportunity is particularly suited for organizations with demonstrated expertise in AI, behavioral analytics, and influence operations, and who are capable of rapid prototyping and deployment within a secure, multinational defense context. Contractors should carefully consider the non-binding nature of this RFIP and the requirement for in-person participation at the Pitch Day when evaluating alignment with their capabilities and strategic interests.
