The intended outcome of this procurement is to enhance or replace existing boiler infrastructure at the designated location, ensuring reliable and efficient industrial heating capabilities in support of NSWCDD operations. All deliverables must be shipped to Dam Neck, VA, with all associated costs—including shipping, freight, tariffs, and duties—incorporated into the quoted price. No additional costs will be accepted post-award. Where applicable, DFARS 252.225-7013 (Duty-Free Entry) will be incorporated into the contract.
This solicitation is not set aside for small business; all responsible offerors are invited to submit quotations. However, only quotations from authorized resellers or distributors of the specified brand-name items (or equal) will be considered. Offerors must provide documentation from the Original Equipment Manufacturer (OEM) confirming their status as an authorized reseller or distributor. Failure to provide this documentation may result in the quotation being deemed nonresponsive.
The procurement will be awarded on a Lowest Price Technically Acceptable (LPTA) basis. Offerors are encouraged to submit published pricing, historical pricing data, or other supporting information to facilitate the Government’s price analysis and determination of fair and reasonable pricing. All terms and conditions of the solicitation are binding upon submission of a quotation; exceptions to these terms may result in rejection of the offer.
