The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), through its Program Contracting Activity Central (PCAC), is conducting market research to identify qualified sources for a significant infrastructure upgrade project at the Great Lakes Consolidated Mail Outpatient Pharmacy (CMOP) in Hines, Illinois. This initiative, titled "EHRM Infrastructure Upgrades - Construction Great Lakes CMOP Hines, IL - 765-24-700," is part of the VA’s broader Electronic Health Record Modernization (EHRM) effort, aimed at enhancing facility infrastructure to support the deployment of the new EHRM system in accordance with VA OEHRM Site Infrastructure Requirements.
The scope of work encompasses a comprehensive suite of upgrades, including electrical infrastructure improvements, server room enhancements, telecommunication room (TR) upgrades, server relocations, communications infrastructure upgrades, and the installation of a new fiber infrastructure backbone extending from the DEMARC room to telecommunications rooms and enclosures, all in compliance with Office of Information Technology (OIT) standards. The project is designed to ensure that critical data centers and telecommunication systems remain operational throughout construction, requiring careful phasing and transition management.
This procurement is anticipated to be a competitive, firm-fixed-price contract utilizing the design-bid-build approach, with final specifications and drawings to be provided. The solicitation may be issued as either a Request for Proposal (RFP) under FAR Part 15, considering both technical and price factors, or as an Invitation for Bid (IFB) under FAR Part 14, considering price only. The final procurement method and any socio-economic set-aside (such as Service-Disabled Veteran-Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, or Hub Zone Small Business) will be determined based on responses to this sources sought notice and further market research.
The magnitude of construction is estimated between $10,000,000 and $20,000,000, with a project duration of approximately 426 calendar days from the issuance of the Notice to Proceed. The applicable NAICS code is 236220 (Commercial and Institutional Building Construction), with a size standard of $45 million. Contractors will be expected to provide all necessary labor, materials, and equipment to complete the project in accordance with contract documents prepared by an independent Architect-Engineer firm.
Interested contractors are requested to submit a detailed capabilities statement addressing company information, business size and type, bonding capacity, relevant experience with similar projects (including EHRM infrastructure upgrades, data center installations, fiber optic and conduit routing, phasing management, telecommunication room migrations, and computer room air conditioning and MEP upgrades), and the ability to manage multiple simultaneous construction crews. Submissions should include examples of self-performed work and demonstrate technical skills and key personnel relevant to the project requirements.
Responses must be submitted electronically, not exceeding nine single-sided pages, and should include the sources sought number and project title in the subject line. The deadline for submission is December 11, 2025, at 2:00 PM ET. Hard copies will not be accepted. This notice is for informational and planning purposes only and does not constitute a solicitation or commitment by the government. No evaluation letters or results will be provided to respondents.
