This presolicitation notice announces the Department of Veterans Affairs’ intent to award an Architect-Engineering (A-E) contract for design services at the Sheridan VA Medical Center, located at 1898 Fort Road, Sheridan, Wyoming. The procurement is managed by Network Contracting Office 19 (NCO 19) and is strictly set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), in accordance with VA and SBA regulations. The applicable NAICS code is 541330 (Engineering Services), with a small business size standard of $25.5 million.
Purpose and Scope:
The primary objective of this procurement is to secure comprehensive A-E design services for the project titled “Install Expansion Joint Tram to 61.” The project addresses critical structural issues at the junction of the main tramway corridor and the corridor leading to Building 61 on the Sheridan VA campus. The existing tramway, constructed nearly ninety years ago without expansion joints, has suffered from seasonal frost heave and steam pipe installation, resulting in cracking and structural weakening. The project aims to stabilize and strengthen these corridors through the installation of a new expansion joint and to detail necessary masonry repairs along both sides of the tramway, including addressing brick separations above window lintels and outward bowing of brickwork.
Key Requirements and Deliverables:
The selected A-E firm will be responsible for a thorough investigation and the development of a complete design plan for the expansion joint installation, considering the structural condition of the corridors, the presence of steam piping below, and other contributing factors to the corridor’s failure. The design must also address masonry stabilization, replacement, repointing, and restoration as required by the observed conditions.
Specific deliverables include:
- A comprehensive investigative report (both bound hard copy and PDF) detailing the pros and cons of the project, preliminary cost estimates, and results from any testing or investigations.
- Design documents that comply with all applicable VA, NFPA, IBC, NEC, and other relevant codes and standards.
- Coordination with VA interior designers for finish schedules.
- Detailed instructions for any utility relocations or modifications.
- Construction documents in both AutoCAD and PDF formats.
- Ongoing project scheduling using Microsoft Project, with regular updates to the Contracting Officer’s Representative (COR).
- Construction period services, including field inspections, submittal reviews, responses to RFIs, and support for contract changes.
All work must be phased and sequenced to ensure the Medical Center remains operational throughout construction, with minimal disruption to facility operations.
Evaluation Criteria:
Offerors will be evaluated based on the following criteria, in order of importance:
1. Specialized experience and technical competence, particularly in expansion joint installation, structural stabilization, and work on historic buildings.
2. Professional qualifications of key personnel across relevant disciplines (architecture, interior design, civil, structural, mechanical, electrical, and fire protection engineering).
3. Capacity to accomplish the work within required timeframes, including the ability to manage multiple concurrent projects.
4. Past performance with government and private sector clients, focusing on cost control, quality, and schedule compliance.
5. Proximity to and knowledge of the Sheridan, WY area.
6. Commitment to utilizing SDVOSB, VOSB, and other small businesses as subcontractors.
7. Experience in construction period services.
Submission Requirements:
Interested SDVOSB firms must submit a completed SF-330 (Parts I and II) electronically to the primary point of contact, Sylwia Zak ([email protected]), by 11:00 AM Mountain Time on September 12, 2025. Written questions are due by 2:00 PM MST on September 2, 2025. The SF-330 submission is limited to 30 pages (excluding past performance questionnaires), and only one email submission (max 5MB) is permitted unless otherwise authorized. All SF-330s must clearly demonstrate the firm’s relevant experience, qualifications, and capacity as outlined in the evaluation criteria.
Set-Aside and Compliance:
This procurement is a total set-aside for certified SDVOSBs. Offerors must be listed as “certified” in the SBA certification database at the time of offer and award. The contract will enforce limitations on subcontracting, requiring that a specified percentage of the work be performed by the SDVOSB prime or similarly situated entities. Joint ventures must also comply with SDVOSB requirements.
Contracting Entity and Contact Information:
- Contracting Entity: Network Contracting Office 19 (NCO 19), Department of Veterans Affairs
- Place of Performance: Sheridan VA Medical Center, Sheridan, Wyoming

Additional Considerations:
All design and construction documents must adhere to the latest VA Master Specifications, VA Design Standards, and all applicable codes. The estimated construction magnitude is between $500,000 and $1,000,000. The A-E firm is responsible for ensuring all work is within the established cost limitations and for providing all required documentation at each project submission stage.
This notice is not a request for proposal; no solicitation package will be issued until after evaluation of SF-330 submissions. Only those firms deemed most highly qualified will be invited for interviews, which may require clarification or expansion on the SF-330 content.
