Additional Details
The U.S. Army Corps of Engineers, Omaha District (NWO), has issued a Special Notice regarding a sole source contract modification for the PRIDE Hangar B7504 at Ellsworth Air Force Base, South Dakota. This procurement activity is associated with the urgent need to repair roof leaks that have recently impacted the historic PRIDE Hangar, B7504, and is directly tied to the broader B-21 beddown initiative at Ellsworth AFB.
The purpose of this contract modification is to address significant roof leaks that have caused work stoppages, necessitated damage control, and disrupted the sequencing of ongoing construction and renovation activities within the hangar. These leaks have not only delayed finishing work but also threaten the integrity of completed construction, thereby jeopardizing the timely delivery of a complete and usable facility critical to mission requirements.
Currently, Edman Bryan, LLC of Granite Falls, Minnesota, is the prime contractor performing a wide range of new construction and facility renovation tasks under contract W9128F25C0008. Their scope of work includes mechanical, plumbing, HVAC, masonry, and concrete services. However, roof repair was not included in the original contract, and the emergent nature of the leaks requires immediate action to prevent further delays and potential damage.
The U.S. Army Corps of Engineers intends to negotiate this modification on a sole source basis with Edman Bryan, LLC, in accordance with FAR 6.302-1(a)(2)(iii)(B). The rationale for this approach is to avoid the additional delays that would result from a full and open competition, which would require time for solicitation development, proposal submission, evaluation, and award. Bringing in a new contractor at this stage would also necessitate site familiarization and coordination with ongoing activities, further compressing an already tight project schedule and risking critical mission milestones.
This procurement is classified under NAICS code 236220 (Commercial and Institutional Building Construction), with a small business size standard of $45 million. There are no set-aside restrictions for this requirement. The place of performance is Ellsworth AFB, South Dakota.
While this notice is not a request for competitive proposals and no solicitation document exists, interested parties may submit capability statements demonstrating their experience in military roof repair construction, including bonding capacity and relevant past performance. Such statements will be considered solely for the purpose of determining whether to conduct a competitive procurement. The government reserves the right to make a final determination at its sole discretion.
Capability statements must be submitted via email as a Microsoft Word, Excel, or PDF attachment to [email protected] by 2:00 pm Central Time on January 7, 2025. No phone inquiries will be accepted.
The contracting entity for this procurement is the Department of the Army, U.S. Army Corps of Engineers, Northwestern Division. The primary point of contact is Sarah Martin ([email protected]), with Amanda Eaton ([email protected]) as the secondary contact.
This notice remains active and can be referenced on SAM.gov under Opportunity ID ea0cac360d50487e84f54fac68a1bc53.
Contractors with relevant experience in military roof repair and the ability to respond rapidly to emergent requirements are encouraged to review the notice and consider submitting a capability statement if interested.
