The Naval Facilities Engineering Systems Command Southwest (NAVFACSYSCOM Southwest), a component of the Department of the Navy under the Department of Defense, has issued a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC). This procurement, identified by number N6247325R3426, seeks to establish a pool of qualified contractors to perform new construction, renovation, and repair of commercial and institutional facilities utilizing Alternative Construction Methods (ACM) at various government installations across California, Arizona, Nevada, Utah, Colorado, and New Mexico. While the contract covers multiple states, the majority of work is anticipated to occur in California.
The scope of this procurement encompasses a broad range of construction activities, including but not limited to the use of modular components, offsite prefabricated industrial construction, tension fabric structures, and pre-engineered metal or fiber reinforced panel buildings. The intent is to leverage innovative and alternative construction techniques to deliver efficient, cost-effective, and high-quality facilities that meet the evolving needs of government installations.
This solicitation is being conducted on an unrestricted, full and open competition basis, inviting participation from all qualified firms. However, in accordance with FAR 52.219-4, price evaluation preference will be given to HUBZone Small Business concerns. The procurement will utilize a two-phase design-build selection procedure under a single solicitation, with the goal of awarding up to eight (8) IDIQ contracts to responsible offerors whose proposals represent the best value to the government, considering both price and non-price factors.
The contract is structured with a base period of two years, followed by three one-year option periods, for a potential total contract duration of five years. The combined estimated value of all contracts, including base and option periods, exceeds $5 billion. Individual task orders issued under these contracts will generally range from $15 million to $250 million, though orders may occasionally fall outside this range. Contractors are not obligated to accept task orders outside the stated range. The government guarantees a minimum order of $1,000 to each awardee over the contract term, but does not guarantee work beyond this minimum.
Work under this contract will be authorized solely through written task orders issued by the Contracting Officer or their authorized representative. All task orders will be awarded on a firm fixed price basis. The government does not guarantee the number or value of task orders to be issued during the contract period.
The selection process will be conducted in two phases. Phase One will evaluate offerors based on Technical Approach, Experience, Past Performance, and Safety. Phase Two will assess Technical Solution (based on a specified Proposed Task Order 0001), Small Business Participation, and Price (also based on Proposed Task Order 0001). The government reserves the right to award contracts without discussions, and source selection procedures will be used to determine the proposals most advantageous to the government.
The applicable North American Industry Classification System (NAICS) code is 236220 (Commercial and Institutional Building Construction), with a size standard of $45 million. The Product Service Code (PSC) is Y1JZ, which pertains to construction of miscellaneous buildings.
No site visits or pre-proposal conferences will be held for this solicitation. All solicitation documents are available exclusively in electronic format, and it is the responsibility of prospective offerors to monitor the designated website for amendments and updates. Registration on the website is required to access solicitation materials and plan holders lists.
This procurement is the result of market research and a determination to proceed on an unrestricted basis, with concurrence from the U.S. Small Business Administration (SBA) San Diego District Office and the NAVFAC SW Small Business Office.
